94 ranger flat spot

Alright so I have a 94 ranger 2.3l manual that has a flat spot around 2k rpms. The truck will accelerate fine most of the time but every once in a while around 2k rpms it will hit a spot where it will I guess bog the engine and slow down then get back on the power and run like normal. Does anyone know what this could be. It seems that it only happens when the truck was cold but lately I have noticed it when the truck was warm also. Any info would be helpful. Thanks in advance

I would believe a throttle position sensor problem.

If it was the throttle position sensor could this hurt performance and mpg. I do have 31" tires with 4.11 gearing and i get around 12mpg now. Does that sound about right. Also I just converted my clutch rad. fan to an electric one and wanted to know how I could set it up to come on when the truck needs it. As of right now I have to watch the gauge and when it needs it I have a switch. My truck had the problem of running to cold. After the change it runs a little warmer but if im moving the truck will not warm up to normal. Thanks for the help
