What makes the Garrett turbo a core?

I got it as part of a lot of parts. I haven't tested it, so I'm selling it as a core because I can't promise that it works. It looks to be in decent shape. I have not looked inside it at all though

Any pictures of both wheels? Chipped fins? Side to side play? In and out play? VGT sensor included?

Garret fins. Looks like dust from sitting to me, but I have yet to see a dusted turbo.
