2002 F-250 6.8L V-10 165K

I'm a DIYer with a lot of fundamental, electrical and mechanical knowledge and ability. I'll be relying on y'all for specifics. I'll chime in when possible, but mostly I'm going to lurk and pick all your brains and expertise. Thanks in advance

Question 1. In the fuse box cavity is 2 plugs 1-24 pin and 1-8pin plug, both male that go into some type of module?? I also don't have high beams, fog lights and cruise control. What is the name of this device and how can I get one?

Question 2. Is there a program or some suggestions for getting more than 11 mpg out of this engine. I have been changing the oil religiously with Moble 1 5W-20 every 4k miles or so since I have owned it. I haven't yet changed the plugs or coil packs but plan to in the near future. There is also an aftermarket cold air intake on the engine needless to say there is tons of power.

Question 3. When I turn on the A/C either standard or MAX the blower fluctuates from the dash to the defroster, it seems to cycle. Is this normal, or is there an issue that I need to address?

I can't address the mechanical questions but I can offer advice on the MPG side. Properly inflate your tires and replace the air filter/plugs as necessary; then drive like your grandma (or me).

My 02 F250 V10 182K has a current average is 12.7 mpg.

With the air blowing from the defrosters. That is usually a vacuum
leak in the ESOF 4X4 hub system. Start by looking down near the
back sides of both hubs. You should find a line that comes from a
nipple on the steering knuckle. Trace that back up. You can then use
a hand vacuum pump to check where the lines are leaking.

Could the module be the GEM module or some keyless entry antenna module?

I've got a 2006 5.4l that I would love to get 11 mpg out of; average 8.5 mpg according to the display. Get about 6 mpg when I'm plowing.

Installed a tuner a month or so ago and the average mpg is about 9.8 now, so you could always try that.

There is no missing module, it turns out that the plugs that I was referring to were to an aftermarket alarm system, which I removed all the wire to over this past weekend. I still do not have cruise control, I think that may be due to a bad clock spring. Any other ideas? I'm open to suggestions. I still do not have high beams as well even though the high beam indicator comes on at the dashboard. The headlights are aftermarket and I think there may be a wiring issue up front.
