I m sure its doable, Coating the block and dirt with plastic would be clean and dry all of the time.

Thinking about putting a ventilation fan under there as well. They fit in the vent area..

You may need more fans. Crawls around here usually have one per side but you are dealing with more moisture.

I think that should do it. Keep the air moving in on the front and rear and out the sides.
