97 F150 Transfer Case Motor Wont Engage
 

so i have done alot of research and have already tried a few things.

the truck's front axle engages/disengages with the switch as it should. but from ignition on(running or not) you have about 3 seconds to switch into 4x4, at that point it lights up in the dash and wont let you switch it.
it does actuate the front end as it should, but the transfer case motor doesnt move. i removed it and cleaned/test the motor part(with a 12V battery) it works fine.(dont know if this has sensors in it that go bad or not)

i manually switch the case and all works as it should, (except the motor, and the switch "freezing" until i turn it off and back on).

i have checked ALL the relays, fuses, (which i cannot find a diagram for by the way) under the dash, in the dash, under the hood.

i tested the GEM by removing the battery savor solenoid and testing the positive side and the ground. (from another post)

it tested okay.

there is a black wire coming from the transmission(the back side near the case) but doesnt go to anything, i cannot find any diagrams for the T-case motor Wiring, or the transmission wiring.

i found where the black wire goes at the end of the transmission, but i checked the fuse panel under the dash and only the top half of the fuses where getting power. and a 30 amp on the bottom. all inbetween arent receiving power. i pulled to box out, anyone have a way to test the GEM or to check the power going into this box?
