I've never heard of that mod before, is this to prevent/lessen the incessant blow-by problem?

I didnt see any update on it and was wondering if it was still around? or if you know of any of these motors? i am in need of the crank pully.. the previous owner had it fall off on him and he threw it away since it was damaged and I have searched many hours on the net and cant find any...then came across this site/post. thanks for your time.
