If I CAN answer your questions, I'd be glad to.
The VSS signal should drive the PSOM, and from there give signal to the PCM.
I don't see how your EFI cruise control would work with a carb if there's no computer left to read the TPS and drive the throttle servo.
I am not well versed enough in the EFI systems to tell you what you need to fix it so it works.
Carbed systems used a vacuum motor and a beaded chain to pull the throttle open.
This sounds like a question for subford or Conanski.

Would you be willing to answer a few questions about carb swaps on EFI 460s?
I have a 96. I understand all about the pros and cons, have done similar swaps before but with mostly GM vehs. If I swap, will the speedo still work? I guess what I am asking is does the VSS signal run through the ECM? Cruise control still work too? This is the only hold up I have to swapping.
