The 1996 F150 is an OBD2 truck and I work mostly with the OBD1 trucks.
But it sounds like it is losing the Keep Alive Memory power to the computer, maybe battery cables.

I drive around town and my emissions monitors get ready. But once I turn the key off everything gets erased including stored codes and monitor status.
