1991 F-250 conversion

I am going to make a towing rig of my 1991 F-250. It has a 351W rebuilt with an RV cam heads built to match. The E4OD transmission needs to be rebuilt, suggestions? I have to Colorado emissions to consider with this. I tow a 4000lbs. trailer over two passes 10,600 ft. and 11,200 ft. then up the side of a mountain and camp at 10,600 ft. I really don't care about fuel mileage as much as I care about getting up and over the hills without putting a truck to it limits. I will be considering swapping anything and everything in my quest so please be liberal with any and all suggestions. Thanks in advance guys, let those gears turn. I will post pictures as I go.
