Airbag Problem?

My buddy has the same '07 Expedition as mine (except his is an EL). We were looking at it tonight & notice that the rear on one side was sitting 1" - 1 1/2" lower than the other side. He has airbags on his rig. Anyone else had this problem. Likely a problem with the bag itself (expensive), or just a sensor not telling it to inflate the low side?
