H is the Lorain assembly plant
703204 is the truck was built in June of 1965.
J90 is the wheelbase.
F is a color. Lt Blue
E100 Regular Pick up model
287 Standard pick body style
A is C4 auto Trans.
17 is suspose to be an axle code. My book does not show a 17 for 65.
The last is the GVWR max weight is 3600lbs
The next feww numbers I do not know. The 71 is the destination of the truck after assembly was Los Angeles.

FoMoCo dealers in Hawaii ordered their vehicles from Los Angeles, so the Econoline could have been shipped to one of the Hawaiian Islands.
The OP is located in Australia, so it's possible that the Econoline could have been shipped there.
If a C4, the TRANS code would be G ... but, Ford used G for all A/T's thru 1978.
One had to know which A/T came with what engine.
