I would think so as it's metal. If it was me, I'd sand blast it to "etch" the metal in order to give the chrome some "tooth" for the powder coating. After blasting, I blow off the dust and wipe mine down with brake cleaner to get rid of any other contaminates.
You could powder coat it, but like nut said, it probably won't stick. About the only 2 things known to stick to chrome plating is road tar and bug guts.
