2.5L with fuel pressure problem

Question 2.5L with fuel pressure problem

I have a 2000 Ford Ranger with a 2.5L. I have been having trouble getting it to start so I started by replacing the fuel filter as it seemed like I was having trouble getting fuel to the motor at ignition. It runs just fine, only starting is the problem. I checked the pressure with the motor on, 65psi. With it off I could actually see the gauge drop from 65, relatively quick. Someone mentioned to me it could be the fuel pressure regulator or a check valve in the fuel pump. Does anyone know if those can be replaced individually, or if it could be something else?
