68 Ford F250 carb install problem (pics)

I'm just trying to finish up my carburator re-build. Now i'm just having trouble getting everything hooked back up right.. I know something is wrong, but honestly can't figure out what.. The butterfly flap (Big flap on top of carb) doesn't move at all when the gas pedal is pushed. Here are the pics, please let me know what is wrong. (The cable in the pics is not through the second whole because I'm trying to figure out what is installed wrong)

This is on a 1968 Ford F250 camper edition I belive it has the 360 engine.

The choke plate (what you're referring to) won't snap shut on its own with a manual choke. That only happens for an automatic choke. You have to close it from inside the cab using the choke cable.
