'95 VS '99 PSD Block/Head Differences?

Can anyone (everyone) set me straight on the differences between the early model '95 PSD and the later model '99-02 PSD. I have come to ascertain the number of head bolts has change from 9 on the '95 to 10 on the '99-02. If this is correct, what about the external components, such as, CAN I BOLT ON ALL THE COMPONENTS OF THE '95 ENGINE TO A RE-MANUFACTURED LONG BLOCK '99-02 ENGINE. I have a smoker, rings (crank case pressure will blow you head off if not careful) and maybe some turbo problem, due to a lack of maintenance;...when I bought the truck, knowing it to be a little rough...I took a oil filter out of the air filter box, turns out it was the air filter, enough said.
I have found a Ford re-man '99-02 short block for a good price, pair of rebuilt '99-02 heads and I'm ready to go???? OR AM I, THAT's THE QUESTION GUYS.

'95 VS '99 PSD Block/Head Differences?

There were some changes made to the 97 and later blocks. The upper rail that seals the tappet chambers was widened to give more gasketing area and to add stiffness to the block (this also requires a different head gasket). Also, the cam follower hold down clamps were redesigned (you'll have to use the system from which ever block you're using). The front cover was also changed which required a different oil pan, so you'll have to use the front cover and oil pump pick-up tube that matches the oil pan you're going to use. The only change to the heads was the number of bolt holes holding down the intake covers but you can use either cover with either head (if the heads have more bolt holes than the covers, you just leave those bolts out and like wise if it is the other way around). The heads all have 18 head bolts and any head will fit any (Power Stroke) block.
