Water pump gasket sealant

What kind of sealant do you all use on a water pump? I've been using permatex #2, but I've also had several leaks. I'm usually concerned about breaking bolts off or stripping them, so it may just be a matter of me not getting the bolts tight enough. Is permatex #2 good for this, or should I be using something else?
