Good project. However I have a few questions for you and then I will answer your question.
The main question is why hydrogen?
As I understand it hydrogen is expensive to get, difficult and expensive to transport, difficult and expensive to store at the desired location and difficult and expensive to contain in the proposed vehicle (or drone).
I would think that in a drone a key requirement for the propulsion unit would be power to weight ratio. I wonder if the real story is in what cubic capacity and weight Ford has managed to get 150hp out of.
Now to answer your question. The answer is that the big hydrogen cartels have blocked the use of Water4Gas.
