Dash lights, tail lights not working and blown fuse

My brother has an 06 Ranger and it recently started blowing the fuse for the dash lights. Shortly after tail lights quit working, I did some digging and found that the fuse that runs the tail lights is also blown. I took the dimmer switch out but I'm wondering if it would be the actually headlight switch causing problems. Or is there a way to test these switches out of the truck before I send him to get new switches?
I checked and couldn't see anywhere the wiring is damaged between the switch and the rear end of the truck.
