electric question

I found a black box with DOAF-9E718- under dash near gas pedal what is it?

Heres the whole story, The Wipers are not working, we have a wire getting hot under the dash and a red with yellow stripe wire that is not connected to anything on the drives side.
The wire getting hot could possibly be the fusible link? It feels more like shrink tubing it is up near the wiper motor.
Also when the brakes are applied the front right turn signal comes on.

Alright figure out maybe two issues
Flasher not working correctly ( needs to be replaced)
Fusible link getting warm when ignition key on but not running.

Can any one help with a Red w/ Yellow stripe wire coming out of the main harness near the Ignition switch, it is powered with the ignition one and not powered with the key off. none of the fuses are linked to this ...

Still looking in to the wipers not working

Cut the hot wire and see what stops working. You risk a dash fire driving with a hot wire.

Well found it the D0AF-9E718 is an early Dist-o-vac system box used speed sensor Air temp sensor and Vacuum to vary the timing.

I fuly understand the hazzards of the hot wire. Currently it is not powering any thing it is hanging loose. If some one has a factory manual that could look to see what it is supposed to be powering
