Exclamation OBD plug not connecting

I have a 1995 Ford F-250 7.3 and I just got the 1705 superchips programmer and evertime I go to program my truck it say " unable to communicate" does anyone know what i can do to or what the problem is. Even when i connect my scanner to it, it wont pull codes or anything any info would help out greatly

Ahhh, didn't know that the scanner wouldn't work either... so it's turning them on, just "not communicating"??? i have no clue why it would do that, but hopefully someone chimes in who does know!!!
