You might just have a bad connection at the master cylinder, the 3 wire connector there on the drivers side of it.
If the connection is weak or loose one or both lights will come on depending on what wires are not making connection. So check those first, connector under the center of the brake fluid tank.
I posted this based on a newer model a while back, '92 and up but should prove same for you.
I looked and the wire color/diagram is the same BLK-ORG, its location may vary slightly?
Checking for codes,
You can check for RABS codes via the connector under the dash right in front of the glove box. No need to remove the glove box, just behind the bottom edge of the dash itself.
Black with a orange stripe on one lead, solid orange on the other side lead to the connector. Disconnect the connector, turn the key on a ground the blk-org wire for several seconds and the ABS light will flash any codes. If you don't have a manual post the flashes and I'll be happy to look it up for you.
16 flashes is "system operating correctly" RABS II.

I have the first gen RABS system but can tell you that for my truck one thing that happens is that the sensor on the top of the differential housing picks up iron filings like a magnetic drain plug and sets off the RABS light.
Sometimes it's as easy as removing it and wiping it clean.
Also (depending on the specifics of your system) you might need to bleed the RABS valve module in the braking system. This is located on the frame rail beneath the drivers seat *in my truck*.

Danr1, I read your post on the rear abs light staying on. I have a 1991 f-150 with 5.0l and the light stays on as well as the park brake light. I grounded the orange and black wire and the light flashed 4 times fast 1 steady than 4 fast again. Can you tell me what that code is indicating?
