With the engine warm, take a 1/2 drive deep socket that fits over the insulator only, (does not fit over the hexagon portion). Then add an extension and strike the end of it with a good sized hammer (can be hard with all the accessories in the way). This shocks the threads and hopefully will crack the rust. Add more pb blaster and try to spin them out.
If it doesn't work.... Try A Bigger Hammer!

don't forget that rust is holding them in place and stupid as this sounds try tightening them too... back and fourth tention both ways eventually breaks them free for me. All to often we want them off and only turn one way... turn both ways to break the rust. After heating the engine of course.

whatever amount it takes to break them loose! Hydrolocking is when a non-compressable liquid gets into a cylinder. The volume of the liquid has to be greater than that of the combustion chamber. When you get gas, air and water into the combustion chamber and the total compressed volume of the three is greater than the size of the combustion chamber then you have problems because the piston can't complete it's full travel or revolution (bent/broke rod)... Will this happen with some penetrating oil to get the plugs out... 99% Not a chance!
Most of the time this happens with carbed engines flooding, people diverting their after market air intake too low in the vehicle and going through water, or a head gasket failing and dumpiong water into a cylinder.
A tiny amount of penetrating oil will not cause hydrolock! Besides that most penetrating oils are just that... oil... If you get some in the combustion chamber is will be like have a leak in your piston ring... you'll burn up the oil in the combustion chamber and blow a little more smoke out the exhaust for a minute... Got it now????
