Seat Belt

My 95 F-150 has the bench seat. Lately, the drive side seatbelt gives the impression of being latched, then unsnaps as I drive down the road. Now I wiggle it around when it is inserted to make sure it is latched. Obviously, this doesn't install confidence it would hold in the event of an accident.

Is it necessary to remove the bench to replace the portion of seat belt attached to the bench?

What special tool(s) are required?
