No it have 6 digtal odermeter. 92 to 97 came with digital odermeter.

it say 20156.0

I would just check it out like you would any other vehicle, check out this and that to see if its in good mechanical shape or not. Another thing you could do is hire a mechanic to come check it out for you.

Just because its a plow truck (or former plow truck) doesnt really mean anything. There are way to many variables to make an accurate statement that a truck is junk due to that one fact.

Generally the 5.8 is pretty reliable. The automatic trannies arent anything to write home about, but they do the job. Some guys have good luck with them, and some guys dont. IF you can get maintenance records that would ease a guys mind a little!
