The IDI and Power Stroke are two different engines, nothing is the same except the bellhousing pattern. The IDI is purely mechanical while the Power Stroke needs a computer to run.
Don`t know what the Stroke takes but the IDI takes 10qts. of oil. The 16qts you quote is, I would think, for the E4OD trans that both used.

The 16 quarts of oil is hard for me to believe as well but, the engine was rebuilt by a company called pmp or something like that. Sticker on engine sa " this engine requires 16 quarts of engine oil" Hard for me to believe my self. It looks more mechanical than a power stroke, but It is from a wrecker and all. A much larger truck really! Flat bed tilt/ bed wrecker with semi tires. What international 7.3 would this be if it takes 16quarts of oil? I will take a photo of the valve cover sticker if I can.
First there was the 6.9 IDI International starting about 1984, it evolved into the 7.3 IDI around 1987 and was used till the T444E came out around 1994-95. International, to my knowledge never used a turbo on the 7.3 IDI in mediom duty applications.

All 7 of our International T444Es take 19.5 quarts of oil.

The T444E/ 7.3 Powerstroke is one of the last true medium duty engines, as classified by the DOT. The 5.9L cummins is the other. The duramax, and the VT365 International (6.0L) are classified as light duty diesels. Why? Because of insurance and emissions.

95-2003 7.3L powerstrokes ARE T444E's T444E stands for- turbo, 444 cubic inches, electronically controlled. They are the same block, but will have minor differences in turbo configuration, and yes both do hold 16qts of oil
