The general rule is to buy diesel where everyone else does. That said, I have only gotton one bad tank of diesel in 7 years. It was purchased at a Love's Truck Stop. I spent the next 200 miles climbing under the truck and draining the water every 50 miles or so.
I did get about 1 1/2 to 2 mpg better on the only tankload I got at a Sunoco Truck Stop near Niagra Falls, NY. We were heading back to Texas and the truck and 10,000 lb. fifth wheel purred down the highway. Maybe it was just good karma.
There is local distributor a few miles from my house. He services Fina, Philips, Valero and I think Shell plus some independent stations. It all comes out of the same storage tank. The tanker trucks do not have brand markings on them.

Couple points:
A) Nearly everyone in the fuel business use the same terminals, etc.
Only the additive package / blend is tweaked just before delivery.
B) The huge difference is summer vs. winter blend.
So if you are in North, heading south, drain the thank down fill it up partially until you are sure you get summer blend.
C) High volume is your best guarantee ---
That means no off season fuel.
Truck stops that specialize in filling trucks ensure high volume.
D) I try to buy off real high volume truck stops, like FlyingJ, etc.
If you are going to use a neighborhood station, find out where all the local truckers (not interstate) go.. and the herd instinct protects you.
