Several people have had this happen including me. A search will show a few threads. I don't know why mine wouldn't release. I unbolted the latch through the grill, opened the hood, sprayed it with pb blaster, then reinstalled. It worked fine after that. I don't know why it did it in the first place. It wasn't gummed up or anything. I haven't had a problem with it ever since. I forgot to mention that just before this, the hood wouldn't close all the way either. It was as if there were something on top of the manifold preventing it from closing, (although there was nothing in the way.)

STILL STUCK - I got the dipstick out with a coat hanger and sprayed down good
with Advance Auto MPL (WD40 type product). I am limited with the spraying. It is still stuck. It feels like there is something else stuck under there but I'm very, very sure there is not. The hood, at the latch there, is no movement up or down. Where I work we got a bunch of F trucks although they are mostly newer, should the latch mechanism be the same (so I can see the mechanics) ?

I recently had this problem, hood stuck, in my 1999 Lincoln Navigator. The hood release worked and the hood would pop up minimally. The latch on the passenger side of the hood was not releasing the hood the fully when I pushed it though. Here is what I did: I got my arms under the hood and pryed back the plastic piece covering the hood latch assembly. I then used a screwdriver in my right hand and was able to push the latch (the latch I am referring to is covered and hard to see, it is close to where the hood release cable comes in - this moves the hook towards the passenger side releasing the hood latch) while I used my left hand to push on the passenger side lever. This method allowed me to open the hood. The problem was that the hood latch assembly was corroded/frozen in place. The hood release worked fine but the manual lever had too much resistance to push the latch toward the passenger side to release the hood. I sprayed the latch assembly down and lubricated and it worked fine after that.
