I was reading the Feb. 2010 issue of "Four Wheeler" and on the bottom of page 17 is this article: Sure glad I left California!!

California Includes Diesels in 2010 Smog-Check Program
Beginning January 1, 2010 the California Bureau of Automotive Repair (BAR) will include light-and medium-duty, on-road diesel vehicles in its smog-check program.
Under the program, manufactures of performance and specialty aftermarket parts for diesel applications will need to meet certain requirements. Specifically, the test will include a visual inspection for uncertified/non-OEM parts, an OBDII readiness check, and a snap-idle tail-pipe test for particulate matter (PM). BAR has developed a list of non-OEM replacement parts that will be identified during the visual portion of the smog-check process. Any such parts not qualified as a replacement part (and thereby exempt from certification) will require compliance coverage with a CARB executive order (E.O.). Identification of any uncertified parts will cause a vehicle to fail the visual portion of the test.
A similar program is being proposed in the state of Nevada.
Does anyone know what a "Snap-idle tail-pipe" test is and what does it produce?
A gutted "Kitty" would/should pass the visual test but will it pass this "Snap-idle" test?

Luckily its 1998 and newer vehicles. The 05 was supposed to have to be checked this year. Haven't heard anything from the DMV yet and the tags are due soon.
Then again I never see that stuff anyway. I better check with the CFO.
From what I understand its a opacity test and visual inspection for modifications. Purely up to the individual tester on pass or fail.

Its similar to what they do here now. In Denver they require diesels to be "emissions tested" every year and they do it with the opacity test that joe was talking about. They take the truck put it on dyno of sorts and put in the highest gear and floor it. Then they hit the button and it starts loading resistance on the dyno making the engine load up more, than they have a light sensor of some sort that measures how much opacity was in the air/ smoke that was sent from the exhaust when the truck was equivalant to pulling a load. When I first got this truck it smoked so bad it looked like there bay was on fire even with high winds out side pulling a lot of it out, but it passed with a 16% and the law here is 25% with a turbo, which would be the equivalant of a coal burning freighttrain because I wasnt good at all. had algae in the fuel filter and fpr screen messing up the fuel pressure and a broken spring in the FPR , messed up and dirty factory airfilter assembly, gutted kitty, new oil w/ and old filter, fuel leaks everywhere that were sucking a lot of air. So not the ideal senario. but ours didnt have anything to do with the DPF crap either.
