I wonder why dealer didn't give me latest flash? Bismic can you answer?
I recently had my truck in for the 05E15F recall and rough starting and missing when cold, as well as an oil leak.
They replaced 5 injectors and found the ICP sensor leaking oil, so they replaced it (would have been replaced in the recall) but they didn't flash the newest flash. Mine has the VXBC9N8. Is there a reason they didnt reflash to the newest that came out in november TSB 09-24-3?

If there is no problem that you complained about that is fixed by later flashes, and you don't specifically request it, there is no necessary reason why they should flash to the latest one.
Sometimes, the tech will do so anyways, but not flashing when not needed comes under... if it ain't broke, don't fix it.
Whether you get the flash is.... now.. up to you.
Will you miss an extra engraving of Ben Franklin in your wallet?
My own 2005 truck had been in the dealer numerous times since new, never got a new flash since new (which means I avoided the worse FICM killer with the induction heating programming), and got flashed Oct 30, 2009 with the known revision to the FICM induction heating turned down, and missed the better November 2009 flash.
So what is better?
AFAIK, I am running on the original FICM, GPCM, PCM, etc. and before Oct 30, they had the factory programming.
Now I have the 2nd latest flash as of today...

I had my truck in a couple of weeks ago and I asked about the flash.. they had to replace 3 injectors when it was there and they said that they are required by Ford to do the latest flash if they do any work on injectors.. I don't know if they where blowing smoke up my butt though.. they didn't document any flash.

esp falls under a different set of rules, the auth process is different some. I dont know why a tech would give up .6 in flag time for gravy.

EDIT: Mine still has the VXBC9 strategy after the flash, unless the dealer is just plain lying that it was done

The latest flash may only be a FICM flash and not necessarily a PCM flash. Just because you change the FICM "tuning" doesn't necessarily mean a PCM tune change is required. The latest FICM flash is probably ONLY to recalibrate the very agressive inductive heating strategy. I know that my PCM strategy didn't change after my last (and latest) reflash. I know that (at least some of) the 05's and up are getting a new PCM strategy with the reflash.
