Any peace officer used to be able to do it and maybe your neighbor will be willing to help. But the last two times I have tired to do this the CA DMV were complete BUTT$ and would not accept a VIN check certification sheet from anyone other than a "designated" California Highway Patrol Officer, or a "Designated" DMV officer. And the "Designated" officers are AT the DMV or AAA/DMV offices.
