4.0 gone bad

Post electrical problem on 2003 explorer SOHC 4.0 V-6

I need help here as I am confused. This explorer has a problem with the enterior lights satying on when you exit the vehicle. If you turn off the switch that controls the panel and dash interior light by the sterring wheel then the battery will not drain down. It has a chimming problem when the keys stay in the ignition, the door lock switch will not work on the drivers side door unless the key is on, and the radio will not continue to play unless the key & power stays on. I have tried unhooking the battery cables and hooked them back up after 30 to 60 seconds being off, and that did not work. Seems to me it is a relay but I hope someone else has a better and cheaper answer that is simple to fix. This is more confusing than wondering what head gaskets were made of. Thanks for the help.
