have you checked the fuel pump, it may be leaking backward into the line, so when you try to start it you have to pump the gas back from the tank, also when you go uphill it would be harder to pull the gas from the tank because of gravity, did the carb work right before or is it new to you, it might be easier to get a remanned carb

Is the float adjusted correctly? There is no need to pump the gas 20 times, one, or two should be enough if the carb rebuild was done. Did you check timing, and did you use a vacuum guage, adjust air/fuel mixture, idle all at the same time, it should run good for you. any vacuum leaks??
How old is the fuel pump, I had one a few months back give me a fit, as it drained back, and it would not start unless you geve it a shot of starting fluid. It would fire up and pump fuel to the carb, then it would run.
Replaced the fuel pump, and fine tuned it, now pump the gas one time, and it fires right off. When it is warm, just tap the key, and it is running!!
