Are "Hard" or "slow" starts common for 1990 F250 w/460?

I wouldn't say that "slow" start is common. My truck along with the other two trucks I have experience with that have a 460 do seem to have to turn over a bit more than most other trucks I've been around before they'll take off and fire, but they all seem to crank at a good speed; not "slow" really. Now if it were deep into the winter and 20 below, I'd say yes, if you're running 10w40 it'll have a "slow" start, but being as that's not the case yet...
The first thing I'd check would be the battery. Try putting a jump pack/charger on the battery and then start the truck. If this helps, I'd say it's the battery.
