Is it common for a 1990 F250 with a 460 to have a "sluggish" start that sounds kind of like a weak battery? If not, is this a sign of a bad starter, alternator, battery?

I wouldn't say that "slow" start is common. My truck along with the other two trucks I have experience with that have a 460 do seem to have to turn over a bit more than most other trucks I've been around before they'll take off and fire, but they all seem to crank at a good speed; not "slow" really. Now if it were deep into the winter and 20 below, I'd say yes, if you're running 10w40 it'll have a "slow" start, but being as that's not the case yet...

The first thing I'd check would be the battery. Try putting a jump pack/charger on the battery and then start the truck. If this helps, I'd say it's the battery.

 

check your cables and clean both ends of all battery connections.
