Duraspark Distributor Advance

I have a stock 1979 351m.

Seem to have slight hesitation and lack of power.

I checked the timing with Vacuum advance disconnected and pluged. At idle I have 10' btdc. Reved up at ~ 3500rpm I have ~21' btdc.

Does the reved up advance seem about correct or do I have a problem with the mechanical advance on the distrubitor. This seem a bit low to me but I can't seem to find any specs on what the advance should be.

That does seem a little low. Even with a 10L slot it would give you 20+10 intial for 30 degree total. I'd check your springs for something binding.
