GEM modules need to be programmed by a dealer for the vehicle in which it is to be installed.

Without knowing how the function works in total for 4X4 HI and 4X4 LOW, how do you know it's the GEM?
There is a switch, a motor on the transmission, relays on the firewall, a vacuum actuator on the front axle assembly and vacuum hoses involved.
The GEM also controls other functions besides 4wd.
To explain it all here is a lot of text to type.
Good luck.
