What is an index plate? Are you speaking of the three eared plastic retainer (
C2DZ13A809A) that retains the horn button (or ring) to the wheel?
Remove the 3 screws, then the retainer, the plate behind it, you will find a rubber cushion (
CODZ13A813A), which has prolly flattened out.
Most ppl are totally unaware this part exists. When it flattens out, the horn blows constantly, prolly why someone rigged up that mickey-mouse horn button.
