Are you sure the choke isn't just stuck shut? (That would definitely kill mileage).

Ah, okay, I know what part you're talking about. That might affect your emissions a bit, but I doubt it has much to do with performance and mileage.
The two version of the motor are a 240 and a 300. And yeah, they're virtually the same except for the stroke of the piston and a few minor other changes, like smaller combustion chambers in the head (known for giving a compression boost when put on a 300 engine).
As for converting a 240 into a 300, check out this thread:

1985 inline franken-six need help
first time post here. picked up a 1985 ford f150 with an inline 6 / 4 speed. the guy said it had carb issues, he bought it to flip. when I got there is sounds to me like it has spark plug wires crossed or a timing issue. now, here is the problem. the carb is a brand new Carter from summit, it has a brand new fuel pump, and a brand new electronic distributor. I'm not a super mechanic, but not a dummy either. I know these mid 80's sixes had some electronic controls under the hood. I think this distributor is the wrong one & is the culprit, or is installed improperly, but not sure how to salvage this set up. it looks like just about every vacuum line has been plugged. don't know where to start.

It sounds like somebody converted the engine from the complicated and somewhat problematic / unreliable feedback carb with TFI ignition to an earlier, simpler DS II distributor and a non-feedback Carter carb. What I would do to salvage this engine is set it up like a 1983 non-feedback system as shown in one of the auto manuals (Ford, Motors, Chiltons). Good luck..
