i posted something about this earlier but was wondering. its smoking where the ignition wires are spliced together, and the tape looks kinda melted and hard, does the smoke mean thats where the ground problem is or where its just releasing all the heat at that splice point?
i would say its the weak part of the wiring and the splice is shot.just cut the splice out and take 2-3" of each side of the wire and splice in a new wire but trace the wire as far as you can checking for bad spots

form my hanes maunle for these truck to check solenoid connect jumper wire a between the battery (+)and the ignition switch wire terminal (the small terminal) on the solenoid if the starter motor operates the solenoid is okay and the problem is in the ignition switch neutral start switch or the wires it was a lot of typing so don't put it to wast

All electrical components have a small amount of "MAGIC WHITE SMOKE" within them. Once the aforementioned smoke escapes the confines of the component it is usless.Swearing is usually followed by component replacement which may or may not be accompanied by hip pocket pain and neck pain, as in getting it in the neck from the significant other.

Keep in mind a direct bi-product of resistance is heat, and a bad splice can cuase alot of resistance, so I would start there.
If you are seeing what looks like melted and hard electrical tape your splice is deffinatly bad and like someone said earlier, cut out 2 to 3 inches and solder in a section of wire. Even if you can temporarily make it work it will get worse...as the tape heats up it liquifies and will flow between the wire strands effectivly insulating them and creating more heat, and the cycle goes on till you break out the marshmellows and start singing kumbaya
