warm the motor up and shut it off.
remove air cleaner.
unhook the fast idle speed solenoid.
use a jumper wire, from the + battery terminal to the solenoid terminal.
start and rev the engine a few times with this jumper connected,to set the solenoid.
now adjust the solenoid plunger in/out to adjust the rpms.
make sure its about 850-900 rpm's cold for your '85.(83-88) /for us with idi's with '89 and up,our cold idle wants to be 800-850/ then remove the jumper and put air filter back on.
your warm should be 650-700 rmps (this is all idi's) and should be set first before you set your cold.

my new diesel techbook is nice!

(i left out the safety bs and confirm with a devoted tach blah blah stuff lol.for those who dont know better-please set your e brake first. )

If you don't have a clue where your RPMs are, than how do you know it's idling too high?

oh,no tach in your truck......well thats ok joe, just go by ear.basically,it wants to idle pretty slow when warm.just think about another diesel truck that you know runs right, and make sure its close to its idle speed.
for cold, its just going to be a bit faster thats all.so it sounds like the rpms are "slightly/moderately" to high for when its warm, know what i mean? just to the point, where it starts "running away" kinda.but not so high, where it sounds like its over revving either.just a good very fast pace rpm over warm.
your out in cali anyway,so dont worry to much if its not set high enough lol.just make it sound kinda higher than when its warm.

yeah, thats what its supposed to do.
when you turn that cold idel down, your going to minimize the difference.she's over revving cold.
the difference should be good and noticeable.just not howling like crazy when cold lol.
