98 expedition no hibeams

never used them since i got it took for inspection hibeams not working fusees look ok any help would be great

Sounds like either a switch or relay to me. Both would keep the high beams from working. The high beams use a higher voltage than the lows which use 2 different relays, that's the reason the low beams work but the high beams don't. I couldn't tell you exactly what it is because it requires a lot of trial and error. If you don't have a volt meter it will be impossible to diagnose the problem.
