tell us more about your truck. like what you have done to it, mods and such or is it stock. i suppose you could have a clogged i/c but im betting your uppies are leaking and you probably need to clean or replace your intake boots. to have a clogged i/c you would have to have alot of foreign debris in that sucker. your problem is probably elsewhere.....

upgrades

4" turbo back, stage2 intake, DP tuner, new hypermax with new up pipes and intercooler boots, rebuilt tranny. My buddy has the same exact mods. and he can smoke the wheels easy. My high pressure oil is reading 3000 and of my knowledge have no boost leaks. My egts skyrocket and my boost isn't what his is.

You could try adding simple green and water inside the I/C and shake it then wash it out with a hose.

Check areas where you wouldn't begin to think of. Here are a couple of pics of where my leak was. The clamp fit on and it was checked by a few others as well. I fought low boost and high EGT's from TN to MA. Finally found it though.

I had the same problem as Jim when I put my ATS housing on. It LOOKS like it's good, but it leaked like a sieve there. I doubt seriously you have a clogged I/C. What would it be clogged with? It should only have filtered air going through it (and some crank case vapor if you haven't done the CCV mod). I think you have a boost leak somewhere too. Build a boost leak tester and see if the intake is holding pressure. All it takes is a 3" PVC cap, air nipple, 7/16ths drill bit, 1/4" NPT tap, and some teflon tape. Here's what mine looks like:
