Excessive cranking since the glow plugs are not working.
Diesel fuel takes 500 degrees in round numbers to auto ignite.
Glow plugs raise the cylinder temperatures and makes that happen faster than just cranking the engine.
Yes it may start if you crank the engine for 15 or 30 seconds without glow plugs, but with working glow plugs the engine will fire in less than one full revolution.
In warm temperatures, glow plugs save the starter.
In cold temperatures, they make it possible to start the engine.
Think outside air temp to 500 degrees in one compression stroke.
Even at 21.5 to 1, that is a lot to ask from the engine which is also at outside air temp.
