idling problem

I have an 87 f250 with a 302. When the truck sets for a while I have to cycle the key for a few times to get it started. It acts like it is bleeding fuel pressure off.Once it is started it stays running but surges up and down.It runs great going down the road except when you shift it stays at a higher idle and when you give it gas right after you shift it will buck once or twice but thats it. I have cleaned the IAC, put new plugs, wires, fuel filter, air filter, IAT sensor. Seems not to surge quite as bad at idle but is still hard starting and bucks when you shift. I dont think it is the fuel pump because it does the same thing on both tanks. Any info would be greatly appreciated.

Check fuel pressure and pull the codes.
