New parts prep

I bought a new aftermarket core support. I would like to paint it with chassis saver paint. Do I need to scruff the black paint / coating that was put on it by the manufacture or can I just paint over it??

You HAVE to scuff it!! Paint (primer, etc.) ONLY sticks to the scratched surfaces.... Use 320 dry or 400 wet, or a scotch-brite pad (red).
