Trouble installing rocker arms

I'm following the instructions in my Chilton's but when I take all the play out of the push rod I don't have another turn before the nut is already bottomed out. This is a '65 F100 with the 300 I6. What am I doing wrong? All of the others went how they were supposed to according to the manual. I do know that with the nut down that far it does have the valve open because I don't get any air on the compression stroke. Even though there is still movement in the pushrod. This is only on the forward most valve, position 1.

you might have a flat lobe on the cam or a bent push rod or a bad rocker arm would be the places i would look first
