I decided to finish up the '73 highboy. It only needs a couple of things that shouldn't be too difficult. It needs u-joints, exhaust, and carburetor.
The u-joints and exhaust parts, I'll buy, but I'm wondering if I should rebuild the carb or just go buy one. The last carb I rebuilt was back in the '70s on my VW Beetle (dual carbs). Is it worth the effort? Buying a new or rebuilt carb will cost a little more, but not as much as buying two kits and finding out at the end of the day that the 2bbl carb is shot and needs to be replaced anyway.
It's pisses gasoline like an infant boy when you're trying to change his diapers. In other words, shield your eyes and keep your mouth shut. In its current condition, this can be a risky business.
What are your thoughts? What would you do? Keep in mind that I'm in cash preservation mode. I'm recovering from major back surgery and currently unemployed, and probably will be for another 6 months to a year.

You've got to try the rebuild. Most kits are $15 to $20 compared to $250-$300 for the new carb. When you take it apart, check the float. It may be leaky and letting the bowl overflow. Jag

I may have a spare 360/390 FE Holley 2bbl carb 500cfm (I think) that has less than 5k miles on it and was new in 2007. I have to pick it up from AJ first (he doesn't need it) If you are mobile, I can meet you in Vacaville. It is for sale very cheap... actually free.
I understand though if you want to rebuild one though.

So, I've got a bit of the plan in my head. I'm still a little worried about the carb rebuild. Can I clean it up enough? Do I need to worry about the jet seats? Am I just worried about nothing?

You should be fine with a can or two of spray carb cleaner, I wouldn't worry about the seats inthe air bleed holes, just look over the needles good and make sure they aren't grooved.
Like Dale said, make sure the butterfly shafts are snug and not sloppy, pull the jets and emultion tube and make sure all the holes are clear. Replace the accelerator pump and any "diaphramed" parts too.
Mae sure all surfaces are flat and not waprded, and you should be good to go.
I think I have Clints old 2bbl off his 390 here (or did I give it to someone?) if I have it, I could "kit it" and send it your way, or you could send me ours and I'll go through it.

Rebuilds aren't too bad to do. I just use paper plates to keep all of the parts in categorical order. You can write notes on the paper plates and/or diagrams to help guide you in reassembly. Of course the kit also comes with a schematic.
The guys are offering you some great help. Karl has a new carb he is willing to part with. That would relieve you of the worry for wear on an old carb. I think that is a great option. Mike is also offering you some great help as well. If you would rather, you could work with Mike in the rebuild so that you would have a part in the process and it would be nice to have some expert help. Your generosity of the past is coming back to you here. Allow the guys to help you out. If I was closer I'd offer to help you out as well, but it seems that you are in good hands.
Sorry to hear of your apparent misfortune with your injury and employment. I hope you recover soon, in all aspects there.
