You said the PCM was fried as well....has it been replaced? If so, where did it come from, and was it flashed for the correct truck? It sounds like the HPOP is doing its job, and you are getting fuel through the injectors, so unless the new injectors are bad, we can rule those systems out. It's starting to sound like either and IDM or PCM problem. Can you get a loaner PCM out of a buddies truck and try it?

ican give him a call and see its a 350 though would that be a problem?the one they put in was from a junkyard the idm is from auto computerexchange in florida

Is his F350 the same year? If so, I don't think there would be a problem. As long as it has the same engine/tranny combo that your truck has, you should be OK.

im tryinto get in touch with him now im pretty sure theyre the same.whats the icp sensor your talkin about?is it rainin like hell over there in bama?

The ICP sensor is the Injection Control Pressure sensor. It is located near the front of the driver's side head. If you're looking at the front of the engine, it will be on the right hand side of the fuel bowl, down on the driver's side head. Here is a picture:
