The fuel shutoff is in the pump it's self. More than likely the pump or rather the electronics on the pump have gone junk. There is a lot of info on those particular pumps and related problems.

If it is the pump an exchange is going run around a grand. Most places will not warrenty the replacement without also replacing the lift pump and adding a low fuel pressure warning device.

i thought when the pump goes out usually there are signs such as smoke running lean ect. the truck was running fine the day before but we also just had our first cold spell i think this is some how related because it done it last year a couple of times but nothing more after that it seemed to be fine untill now i m thinking it has something to do with the fuel cut off in the pump.is that replacable?im really only familiar with the 7.3 idi pumps.

I am a bit confused on the first post. You say you can't get it to turn over but then say there is no fuel flow from the pump. If the engine is not spinning over there will not be any fuel. If you mean it's turning over but will not fire, that is a different problem.

Generally the temperature needs to get below 20 degrees or so for a while before I have any kind of slower starting.

fuel pump is electrically controlled by the ecm if fuel is to the injection pump but not coming out make sure the pump (injection) is rotating also didn't state if it was an ISB OR ISC Cummins.
