Check your MAP hose. It is the one going from the MAP sensor on the passenger firewall to the passenger side intake plenum. It should be in good condition with no cracks or holes. Also verify it is not clogged up.

You can also unplug your MAP sensor and the PCM will try to make a best guess on required boost. If it runs much better with the MAP unplugged then either the hose or sensor itself if bad.

Probably a leak somewhere. If you still have a orange intake boot on the turbo check for cracks. Could be the plenum leaking too.

I disconected the map sensor and noticed some more smoke than usual but no diffrence in power.I also checked the orange rubber pipe.It was fine. Before the turbo stopped working there was never a hiss coming from the turbo when just started, but now there is.Is that some sort of pressure relase valve?

Is your EBPV closing on you? It is located just after the turbo and is used for rapid warm up on cold mornings. There is a two wire connector just below and in front of the turbo that controls it. Just unplug it and see if your problem goes away.

unplugging the ebpv shouldnt affect your performance at all. does it run worse unplugged? did you check your air filter it might be REALLY dirty.

if your turbo stops working you will have ALOT more noise, and it will be of a grinding nature, if you are hearing hissing is sounds like the orange boots are leaking, try taking them off and cleaning them, if you notice a lot of oil on the inside of the boots you might have found your problem, the boots are known to get weak over time due to oil saturation, causing leaks

how about we just stop guessing and take off the intake and spin the impellor, if it spins freely then there might be another issue, but mabe your bearings fried, if its hard to spin then thats obv. you issue, if not then you might have some leaky uppipes not giving you full exhaust pressure? not sure, take off both sides, the exhaust and the intake side, try wiggling the shaft if you have any play that may give you some scrapping and you migh tnot be able to hear it. let us know after you pull the intake and check that.

I would definately also check to see that the ebpv isn't stuck open. Unplugging should do nothing other than disable it (leave it open). i recently encountered a truck with the same symptons you have. unplugged the darn epbv and nothing changed, we compared the arm postion on mine to the arm position on this other truck and sure enough it was stuck closed. took a hammer and a pair of vice grips broke it free, wired it open, unplugged the 2-wire connector. Truck runs great.

... Two weeks later the tranny quit, but that's a different story.
Good Luck
