Water pump holes

I rebuilt my water pump and noticed those 2 holes at the shaft seal.
For what reason are they?
I was thinking of closing them, so it never leaks again??

Those are to indicate that the water pump seal is leaking...

If that's the only reason, I have second thoughts.
I think that old fashion seal is weak anyway, the neoprene seals from the bearing are maybe better. If i plug those holes there will be 3 seals before it leaks. And a leak will be noticed anyway. Both ways it will drip on the pulley.
Ot am I thinking too simple??
